MALDONADO

As a proud El Pasoan and dedicated public servant, I am running to be the next Judge of County Court of Law #2. With over a decade of courtroom experience, I bring a balanced perspective, deep respect for due process and seasoned judgment to the court. As a prosecutor and a defense attorney, I’ve seen our criminal justice system from both sides. I understand how every judicial decision affects victims, families, and the safety of our El Paso community. Throughout my career, I have worked to balance the scales of justice by advocating for victims and ensuring the fundamental rights of the accused are protected. As a litigator with experience in criminal, municipal and personal injury law, I have earned a reputation for ethical practice and for approaching every case with humility. I am running for Judge of County Court #2 to maintain the professionalism and efficiency of the court. I am committed to leading with integrity, safeguarding the right to a speedy trial and ensuring that justice in our court remains fair and accessible to all.

About

ABOUT FRANCES

Born and raised in El Paso, I graduated from Montwood High School. I attended the El Paso Community College before earning a Bachelor’s Degree from the University of Texas at El Paso (UTEP). Seeking to broaden my personal and professional horizons, I moved to Astoria, New York after graduation. I spent several years working in the fast-paced New York City corporate sector. This experience was deeply humbling and forged a disciplined work ethic that I carry with me into every courtroom. After enduring several harsh winters, I moved to San Diego, California to pursue my legal education. I earned my Doctorate in Jurisprudence (J.D.) from Thomas Jefferson School of Law while working at the United States Bankruptcy Court. 

 

While my journey took me coast to coast, my goal was always to return to El Paso. Upon passing the bar exam, I began my legal career as a prosecutor with the El Paso District Attorney’s Office. Starting in the misdemeanor section, I litigated numerous criminal cases before a jury in various courts, including County Court at Law #2. As my career progressed, I moved into the Domestic Violence Unit, where I specialized in litigating complex domestic violence assaults. This role deepened my commitment to protecting the most vulnerable and ensuring the voices of victims are heard. Following a change in the District Attorney's administration, I transitioned to the City Attorney’s Office where I provided legal guidance on essential municipal and local governance issues including the City budget and economic development.

​Beyond my public service, I have extensive experience in the private sector. As a litigator with a local personal injury and civil defense firm, I managed matters involving catastrophic accidents and property damage. I later transitioned to solo-practice and established my own firm. Today, my firm focuses on criminal defense cases and assisting small business clients.

 

I proudly serve on the board of the Texas State Bar Hispanic Lawyers Section where we focus on issues affecting the Hispanic legal community in Texas.  Additionally, as an associate member of the George McAlmon American Inn of Court, I collaborate with local attorneys and judges to promote the highest standards of ethics, professionalism, and civility within our legal profession

On a personal level, my husband and I are the proud parents to a beautiful daughter and a sweet cat. Our family is deeply rooted in El Paso, and we are driven by our commitment to ensuring our community remains a safe and thriving place for the next generation.
